Some images may not resize nicely to 230 x 210 because of the initial scale/resolution - it could look a bit distorted.
Some cropping and resizing tools may be useful for you, you can try using: https://pixlr.com/editor/
If not do a google search for image crop / resizing and you may find something useful (I'm not sure if Belgero's tool has these features).
It's like an online (light) version of Photoshop

1. Save a picture on your computer that you like
2. Go to http://www.picresize.com/#
3. Upload the picture and click "continue"
4. Click on the button "resize your picture" and click on "custom"
5. Resize it to 230 x 210
6. Click on "resize my picture, I'm done"
7. Save the new resized image by clicking on "save on disk"
Then go to our lost soldiers website. Follow these steps:
1. Go to your profile - then on the left click "account"
2. On the top of your page click on "picture"
3. You can then upload the new picture and it will be your avatar
