I can't say anything about stats padding but if there is nobody on Vehicle Rotation and i see there is a lesser liked map currently playing i sometimes take all the flags to get the map changed because map timer is set to 3 or 3 1/2 hours.
(how about enabling map vote on Veh Rotation ?)
And then there is the boredom factor, i'd rather wait around on Vehicle Rotation for players than join Wake :-)

I believe map vote was already enabled, but a minimum number of votes must be issued in order for it to be successful. The behavior you describe is not a problem; the issue here are daily episodes where Gerrywar has capped all the flags, then switched to the other faction are recap everything ... sometimes multiple times in the same round. Or, implicitly or explicitly arranging "matched flag-capping" with the enemy team (each team caps a flag, then they move onto another flag at the same time, in a never-ending loop).

......well.......i used to think that stats padders were assholes but now where there are so few people playing this game and because it gets you no advantage in the game i think "so what" ?

Once you get all the unlocks it only makes a difference when applying for commander and getting enough players for that ........well.

I have played many rounds now with Gerrywar and he wasn't a quitter and he wasn't a cheater, even though he died a lot he stayed on the server and didn't go off in a huff.

I think it was a shame.

it is ok if you want to fill the server and it does not happen to take the flags that are there (on one side) to finish the round. But not daily for several rounds. In his case, it's scam.

Yes.
It was Never allowed on any server.
But it is a scam that does not harm other players or bring any profit in the game.
I just think it is a shame to ban good players for something which is (imho) trivial when there are so few players left.
