I read somewhere it is possible for gamers to reprofile their keyboards, i.e. To make a heli gun fire faster (or something like that) ?.
Is this a good thing?, or is it a cheat> Cos the game was designed to be used with a standard keyboard.If somebody redesignes the keyboard.
surely this is unfair,as it gives them an advantage,

It's not about reprofiling the keyboard; it's about changing values in some of the configuration files. We don't have any statement about this at the moment, we will have to elaborate some eventually, I guess.
I believe the anticheat developed by the guys at battlelog.co will check that the values within these files are in the default range as well; but don't quote me on this one either.

Gaming can almost never get 100% fair. While I got a fairly new gaming mouse, I bet many players are still using mouses from the stoneage and thus playing with terrible precision, due to their mouse alone. Another example is framerate - I bet some people still got 30hz screens, thus making their gameplay 30fps at max, which is very poor imo. Personally I run 1440p monitors with gsync and 144hz refresh rate, and thus I'm having a significant advantage over those with older screens .. does that make me a cheater?

Áctually the only time a game can be 100% fair is if it's done at a LAN with identical PCs - assuming the players are actually used to the PC build.

But - according only to what you have written, Kaasentra - you did not tweak any configuration files of the game, that are not reachable within the game's options themselves (thus making it an advantage not everyone can have access to).
It's the same for a 144Hz Monitor or a high-end mouse: not everybody has access to it, but it's not part of the game. It's a piece of equipment, that distinguish pro equipment from low-end equipment. That's something that does not fall under the fairness of gaming, but rather fairness of life and wallet size; so yet again, outside of the videogame context.
On the other hand, what jostotest is talking about in the O.P. IS part of the game, it's in its configuration files and those values should be the same for everyone (or at least in the same default / approved range), unless it's an option that you can tweak from the game menus themselves. That's how I see it.
Generally I won't go as far as calling it a cheat, or calling the person who uses such "advantages" a cheater ... But I don't like it either and I'd rather have everyone play on the same standard values. For example, is it fair that - on a Ranked Public Server (so no competitive, no ad-hoc Server for 2V2 and such ... ) two attack helicopters approach each others face to face, with good gunners and pilots on each of them, and one wins solely because the gunner can shoot the TV missle 1 second earlier?
That's not fair, on a Public Ranked Server at least; this is how I see it (so it's not a statement regarding LS Servers, not for the moment that is ). I won't go into discussing the rules of 2V2 dedicated Servers, cause first of all they're Unranked. Secondly you go there for a specific reason, you go there and you know you're going to fight against the best Players Pilots/Gunners; you know most of them will be using macros too.

I'm fairly sure there is no hack or cheat, that shortens the reload time of TV-missiles. At least I have never heard of one or seen one. Same with hacks/cheats for missile speed and "shooting more than one tv-missile at a time"(yes, I've been accused for that many times).

No no, I am not talking about any of these.
I am talking about shortening the delay that occurs when you equip the TV missle.
There is a delay that can be changed in the configuration files, that allows you to be able to seat-switch and fire the TV missle almost instantly. Instead, leaving the default delay value would result in spamming the left mouse button a bit before the missle actually goes off.
That's what I had in mind, when jostotest posted this thread.
