WHen I right click and run the BF2KeyMan.exe it is blank with not even a window showing. Looks like it isn't running or still loading up. Is there a different version of the exe I can download that will open?

Apparently it can happen that KeyMan does not like external monitors very much and it will "hide" somewhere in the middle unplug the external monitor and try again!

For any who suffer this issue, a solution has been created.
I downloaded the source files and found the issue it had.
The problem was a simple setting of Self.Position := poDesktopCenter instead it should be Self.Position := poScreenCenter

So, I recompiled one, with this setting adjusted and provide a link here
