Good attempt, but are you sure that your download is not corrupt? You did not experience any extraction problems, I assume (we have file hashes in the readme file inside the bundle, as well as mentioned in the instructions forum post).
The only thing that comes to mind is that your antivirus (or similar security suite) is preventing the installer to run, which is highly unusual. At the end of the installation a license managerwill be ran, that's what usually risks getting blocked.
That being said, let us know what Antivirus software or security bundles you have installed on your PC: what you should try to do is to either pause the antivirus' defenses (eg. realtime scan or file scan) and try again, OR, create a new folder on your Desktop, find the Exceptions menu in your Antivirus and whitelist this folder, put the installer there (.zip file), extract it
there and run it.
