Issue: This idiot has spent their entire time on the server as a troll who continuously breaks the rules. Multiple users reported him and I believe he was kicked. However, when one of the LS moderators logged off he returned and continued to ram friendly jets. I managed to record this one as proof.

Indeed the decision is up to you but I would highly recommend a permanent ban.
