This guy forever attacking grounded heli at refinery with jet. He understanding what he doing and he think that he is right. No reactions for warnings about breaking rules from his side.

Yeah, this is the bad guy. Autoadmin should be kicking, like it does when carrier is attacked.
There is almost always someone from us side blocking aircrafts from starting.
